Open Question: Looking for an older (1992-1999) obscure third-person shooter PC Game. Any classic gamers out there?

I remember it had 'Dog' or 'Dogs' somewhere in the title of the game. It was a top-down third person shooter, similar to Postal 1 or Smash TV. The characters were little men dressed in suits, one of whom was bald and wore sunglasses. There were different guns (pistols, grenade launchers) that you could find and use. I only remember playing the shareware of the game. It was a part of my childhood and would love to see if I can find it again.

I bought Versace sunglasses from someone and they look completely real but what threw me off was a circle embedded into the sunglasses frame. They are vintage 90s Versace. Open Question: Does anyone know the name of this movie?

I believe that this was a tv movie. In it a teenage girl named (Sydney?) moves from the city to the country. She is unhappy with her new life and her father is marrying a new women. In one of the scenes she steals a pair of sunglasses and this other girl who sees her (Jess Waters?) convinces her to give them back. Jess' mom has died of lung cancer two years earlier and she is unimpressed with Sydney's smoking habit. That isn't very much to go off of but if you know the movie please let me know.
